progressive_agent_ready and power_agent_ready allow one active attempt per human. predictive_guarded is server-managed and fail-closed on staffing and abandonment evidence. Random and automatic voicemail dialing are off.
Power advances one agent to the next lead only after a saved disposition. Predictive never starts from a browser and remains blocked until its server worker, voice plane, staffing, and 30-day abandonment checks are green.
